Board
THE BOARD OF KOSOVO’S CHAMBER OF MEDIATORS
The Board of the Chamber has the following authorizations and responsibilities:
- proposes changes and additions to the statute on which the Assembly decides;
- calls for regular or extraordinary Assembly meetings as per statute;
- exercises financial control over the Chamber;
- approves the draft annual budget proposal of the Chamber to be sent to the Assembly;
- determines the criteria and conditions that must be fulfilled by the candidate who is appointed to the position of Chairperson of the Board;
- determines the procedure according to which the Chairperson is appointed;
- determines the mandate of the Chairperson and sets the level of compensation of the President of the Chamber for which it notifies the Assembly, the Chairperson of the Board, on behalf of the Chamber, signs the employment contract with the President of the Chamber;
- approves the organizational structure of the Chamber;
- approves the official trips of the President of the Chamber, the Board and other members of the Chamber;
- approves the establishment of professional committees and working groups (either permanent or ad hoc); ad hoc);
- sets the remuneration for the work of the committees and professional working groups referred to above;
- examines irregularities related to the Chamber reported to Chamber by any party;
- takes initiatives to improve the operations of the Chamber, playing a proactive and collaborative role both with third parties and Assembly, supporting the latter's efforts to promote the Chamber's agendas and also carefully monitoring the implementation of the tasks assigned to Chamber bodies;
- performs other activities for which it is authorized based on the statute or other work assigned to it by the Assembly of the Chamber.
The Assembly elects the members of the Board with the majority of votes of the members present. The Board consists of seven (7) members coming from or representing a total of 7 (seven) regions of the Republic of Kosovo, which include:
- Pristina
- Mitrovica
- Peja
- Prizren
- Ferizaj
- Gjilan
- Gjakova
The President of the Chamber is an ex officio member of the Board without a voting right.
The Chairperson of the Board is elected at the Board's regular meeting, with the majority of votes of the members of the Board. He/she replaces the President of the Chamber in their absence. The mandate of the members of the Board is two (2) years with the possibility of re-election.
The Chairperson and members of the Board can be dismissed before the expiration of the mandate, with the majority of votes in the Assembly in the following cases:
- at the request of the Chairperson or Board member;
- in case of the death of the Chairperson or Board member;
- if, without reason, they do not participate more than three times in the meetings of the Board;
- if they do not implement the acts of the Chamber, the decisions of the Board and/or the Assembly;
- do not work in accordance with the legal provisions, do not respect the provisions of the statute, the decisions of the Board and/or the Assembly, and do not implement them or implement them outside the specified time and contrary to how they should be enforced unless it is contrary to the laws;
- they do not present in time the reports provided for in the statute or at the requests of the Board and/or the Assembly;
- if, with their work, they cause material or reputational damage to the Chamber or its members;
- if by a final court decision, they are convicted of a criminal offence with an unconditional prison sentence of more than six months, or if they have been banned from practising the profession of mediator;
- if the Ministry of Justice has imposed a final disciplinary measure for license revocation or suspension;
- if the Board and/or the Assembly finds that the results of their work are not satisfactory;
- due to exceeding official authorizations or abuse of office;
- in the cases provided by applicable law.
In case of termination of the mandate of the Chairperson of the Board or Board members, the Assembly elects the Chairperson of the Board or the new member for a period matching the remaining of the mandate in question.
The Board holds regular meetings every three months. The Chairperson of the Board schedules board meetings at the request of each member of the Board and/or the Chairperson of the Board through a written form addressed to the members of the Board. Board meetings are valid when more than half of the Board members are present (quorum). If the quorum is not obtained, the meeting is adjourned to another day, and a new notice will be sent to all members. Each member has one vote on the Board.
The decisions of the Board are approved by the majority of the members' votes at the meeting, provided that the statute does not provide otherwise. In case of equal votes, the vote of the Chairperson gains precedence. A Board decision is binding after its signature by the Chairperson and the passing five (5) days from the day of approval of the decision, per statute provisions. Each member must abstain from voting or approving decisions matters in which they have a personal or economic interest.
Each year, the Board must send the work and financial plan for the previous year and the work and financial plan for the following year for Assembly's approval. The work regulations of the Board should determine the more detailed way of functioning of the Board approved by the Assembly.
On November 2, 2019, the Ministry of Justice organized for the first time an Assembly for the Establishment of the Chamber of Mediators, and on November 17, the Chamber of Mediators of the Republic of Kosovo was established and its bodies elected:

On December 18, 2021, the II (second) Assembly of the Chamber elected a new representation (president and 7 board members/regional representatives):
